Global Fund Round 8 Grant

EXPRESSION OF INTEREST

 The Government of Lesotho has received a grant from Global Fund Round 8 towards the cost of Global Fund to Fight HIV/AIDS, Tuberclosis and Malaria project and it intends to apply part of the fund to conduct HIV prevalence study among members of Lesotho Mounted Police Services (LMPS).

 The Ministry of Home Affairs, Public Safety, and of Parliamentary Affairs is on a mission of responding to the challenges of HIV and improving LMPS staff wellness. The Ministry is therefore invites interested individual or institution to conduct the HIV prevalence study consultancy.                                                                                                                                                                                                                                                                                                                                                                         

 TERMS AND CONDITIONS

Tender documents are obtainable from the Home Affairs Procurement Unit, LNDC, Block D, Level 6, Police Complaints Authority and Police Headquarters.

 The interested individuals or institutions who would not submit forms supplied by and conforming to Home Affairs Procurement Unit will be disqualified. All submitted documents must bear official date stamp of the bidder, physical addresses, and telephone/cell numbers. The signature of the senior official responsible for the bid must appear on the Certificate of Bona Fide Tendering.

 Prices should include all relevant and essential non-avoidable cost components such as transportation, stationeries, report binding and dissemination, inflationary factors etc. Duly completed tenders in sealed envelopes, clearly marked “TENDER FOR LMPS HIV CONSULTANCY” and should bear no identification of the bidder on the outside of the envelope.

  Methodology guidance

The scope and depth of this national study will yield valid and generalizable findings for planning and action, using both quantitative and qualitative methodologies.  The data should be collected from all districts and all levels of police members. Both quantitative and qualitative data collection should address most risk and affected group in the LMPS etc. Data should track different categories by gender, age, marital status, rank/position, district etc and enable the targeting of interventions and other care and support services.

 SUBMISSION

The interested consultant/institutions should submit a two - months work plan and budget, methodology to be used in data collection as well as report dissemination plan.

Other comprehensive report of findings of the LMPS HIV Prevalence study should include narrative report, statistical tables, qualitative results, and display all tools utilised for data collection.

 The Consultant/s should have solid and relevant experience and expertise in the following areas: Modeling and forecasting, public health and labor economics with at least 5 years experience in HIV and AIDS, as well as development, research and economic impact assessment.

  1. The consultant should possess at least a Master’s Degree in any of the following fields of study: Development studies, development planning and management, social sciences, economics, health economics,   public health, and related disciplines.
  2. At least 5 years work experience in HIV and AIDS development, including experience in research particularly prevalence study.
  3. Be of proven research, analytical and managerial skills.
  4. Be able to engage stakeholders in a study.
  5. Be proficient in Sesotho and English – both written and oral communication skills.
  6.  Have strong report writing skills.

 Tenders must be placed in the tender box at the Ministry of Home Affairs, 2nd Floor – near the board room, not later than1200hrs, on the 4th February 2010; after which tenders will be publicly open on the same day at 1415hrs. The acceptance of the bid will not be based on low price. Nevertheless, the reasons for acceptance and rejection will be explained during debriefing session.
