Job title: CCM Secretary Position
Reports to: CCM Chairperson - Lesotho
Duty station: Maseru
Duration: 3years

The Global Fund to Fight AIDS, Tuberculosis and Malaria was established to dramatically increase resources to fight three of the world's most devastating diseases, and to direct those resources to areas of greatest need. As a partnership between governments, civil society, the private sector and affected communities, the Global Fund represents an innovative approach to international health financing.

Lesotho Country Coordinating Mechanism (CCM) was established to review, approve and coordinate local applications to the Global Fund Geneva, to monitor and guide the implementation of approved Global Fund projects in the country. CCM is an overall guiding body for the use of Global Fund resources in Lesotho. The CCM is composed of 25 members that represent the broad participation of all levels of society namely: public and private sectors, civil society, academic and research institutions, religious/faith based organizations, multilateral and bilateral agencies, People Living With HIV and AIDS and others.

Under the leadership of CCM Chairperson, Lesotho CCM Secretariat is in charge of the day-to-day operations of CCM, including liaising between CCM and CCM members, the Global Fund Secretariat and the Principal Recipients , organization of CCM meetings, and sharing of CCM information with GFCU website and the public.

Job Description
  • Under the leadership of CCM Chairperson or/and Vice Chair, the CCM secretary is responsible for the overall day-to-day operations of CCM Secretariat;
     
  • Responsible for liaising between CCM and CCM members or CCM Working Groups, the Global Fund Secretariat, the LFA and the Principal Recipients;
     
  • Makes arrangements to convene the CCM plenary meetings, and prepares relevant documents;
     
  • Manages Documentation (meeting minutes, documents, and correspondence);
     
  • Responsible for preparation of some of the content and review of the content prepared by others for publication on the Global Fund website regarding the CCM and the Global Fund projects;
     
  • Carry out other functions as specified in the CCM Secretariat Terms of Reference or as determined by the CCM Chairperson
     
  • Liaises with the public and private sectors, government, academic institutions, bilateral and multilateral agencies, civil society, religious fraternity and people living with HIV and AIDS.
     
  • Issue public announcements of calls for proposals.
     
  • Receives and forwards questions and comments from the public on the Global Fund and CCM, etc
     
  • Carries out other functions as determined by the CCM, or CCM Chair and Vice-Chair.

Recruitment Qualification
Should be a Mosotho national with the following qualifications:

Master’s degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field with minimum of five years working experience at programme/project management position.

Or

Post graduate studies in social sciences and minimum of five years working experience and knowledge of programmes development, coordination and management at senior level preferably in HIV/AIDS and TB programs.

Knowledge and skills

  • Be a Mosotho national with fluent oral communications skills in both English and Sesotho languages.
  • Ability to communicate and work collaboratively with all sectors of society including national and international partners
  • Ready to work in multi cultural environment or international organization
  • Excellent writing skills: minutes, reports, proposals, memo, speech, web info etc.
  • Ability to work under pressure and tight deadlines
  • Sound understanding of performance based funding
  • Maturity, integrity, good interpersonal and communications skills
  • Treat others with respect, and develop effective networks
  • Good understanding of knowledge of the public health, public policy or social aspects of AIDS and TB will be preferred.
  • Proficiency in office software will be an added advantage
