VACANCY FOR THE POSITION OF DATA-BASE ADMINISTRATOR (DSW)


MINISTRY OF HEALTH AND SOCIAL WELFARE: GF ROUND 9 GRANT
 

VACANCY: DATA BASED ADMINISTRATOR

A. Introduction
Ministry of Health and Social Welfare of Lesotho (MOHSW) and specifically the Department of Social Welfare (DSW) developed routine information system for Social Welfare as part of setting up a functional Monitoring and Evaluation system for the OVC response in Lesotho. The system consists of a data procedure manual for data collection and reporting tools on services provided to Orphans and Vulnerable Children at all levels. The frequency of data collection and reporting varies from monthly, quarterly and annually depending on the indicators for which data is collected and reported for purposes of Monitoring and Evaluation of the National OVC Program.

Currently there are an estimated 220,000 OVCs and scores of other vulnerable children. Some require basic services to enable them have basic essentials met to enable them lead near normal lives. In order to plan appropriately for these numbers of disadvantaged children, there is need to know those receiving services and those that are not. This can be best done by developing a database on individuals receiving services and the type of services they receive. In addition, there are destitute adults and elderly people being provided with services and these too need to be captured.

B GENERAL RESPONSIBILITIES
The Database Administrator will be responsible for linking this database development process with the ICT division of the MOHSW and later support of the automated Social Welfare data base (SW MIS) at the Ministry of Health and Social Welfare. The administrator will work closely with a consultancy firm selected to develop this data base and will thereafter have full responsibility of its running.

C. QUALIFICATIONS AND EXPERIENCE
(i) Bachelor's degree in an IT related discipline such as Computer Science, Statistics, Mathematics, Physics, and Business Administration.
(ii) Specialized Database Administration training and qualifications for common large
RDBMSs e.g. Oracle, SQL are a must.
(iii) Experience of a minimum of two years directly related to the duties and responsibilities as specified is essential.

D. DURATION OF ASSIGNMENT
The assignment will be a permanent position for 3 years with possibility of renewal thereafter depending on performance of the selected candidate.

E. REMUNERATION:
The remuneration for this position will be commensurate with the relevant qualifications and experience.
