GLOBAL FUND R8 HIV GRANT

 

VACANCIES: LOGISTIC MANAGER

 

BACKROUND
The Government of Lesotho has received a grant from the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria. The part of the proceeds of this grant will be applied for procurement of the following vacancies that
are meant to support the government endeavors to combat HIV & AIDS Pandemic:

 

Purpose of the position:

To ensure an uninterrupted supply of anti-retrovirals (ARVs) and medicines for STIs and OIs.

 

Overall responsibilities

1.      Provides technical guidance to all supply chain operations for the STI, HIV&AIDS Directorate;

2.      Promotes collaboration and best practices in the supply chain management and rational medicine use in support of the national STI, HIV&AIDS program;

3.      Works closely with all stakeholders to improve warehouse conditions, and general medicines and commodity management;

4.      Supports assessment, capacity building, implementation and evaluation activities aimed at improving warehousing and distribution of ARVs, STI and OI medicines;

5.      Ensures that logistics management policies and procedures are adequately in place, at all levels of the health system;

6.      Advocates for pharmaceutical and commodity security strategies that integrate health facilities and their management in the planning, resource mobilization and monitoring of activities.

 

Specific Responsibilities

 

1.      Coordinates logistics operations with health facilities, NDSO and development partners;

2.      In coordination with other technical teams and stakeholders:

a.       prepares logistics and support plans for all ART sites in Lesotho;

b.      establishes timelines and budget requirements for planned or new logistics management activities;

c.       coordinates logistics activities with health facilities, NDSO and other logistics support partners;

d.      provides technical support for the development and/or review of logistics management policies, procedures and methodologies;

e.       identifies, plans and manages special logistics needs and operations;

f.       compiles and maintains logistics-related reports and records in accordance with MOHSW accounting, reporting and internal control systems;

g.       prepares logistics preparedness reviews;

h.      performs any other duties assigned by his/her supervisor.

 

Qualifications

1.      Bachelor’s degree in pharmacy or pharmaceutical sciences;

2.      Minimum of five years’ experience providing technical assistance in logistics or supply chain management, warehousing, distribution of HIV&AIDS pharmaceuticals;

3.      Comprehensive grasp logistics operations and practices of HIV&AIDS pharmaceuticals;

4.      Knowledge of the pharmaceutical sector in Lesotho;

5.      Ability to establish priorities and to plan;

6.      Sound judgment in applying technical expertise to resolve a range of issues/problems;

7.      Strong personal initiative and willingness to accept responsibilities;

8.      Ability to operate independently and on short notice for timely activities;

9.      Demonstrated effective communication skills, including the ability to prepare and present concise oral and written logistics operations reports, briefings, updates and other documentation;

10.  Good interpersonal skills;

11.  Demonstrated ability to develop and maintain effective working relationships within a team and with logistics management counterparts;

12.  Demonstrated advanced computer skills in Microsoft Office;

13.  Demonstrated excellent English language skills (both written and oral) with the ability to conduct business in English;

14.  Ability and willingness to travel within Lesotho at least 75% of the time.
