Expression of interest to conduct a baseline assessment on MOET OVC Bursary Programme

MINISTRY OF EDUCATION AND TRAINING (MOET)

ORPHANS AND VULNERABLE CHILDREN (OVC) BURSARY UNIT

FUNDING: GLOBAL FUND     

The Government of Lesotho has received a grant from the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria Project and it intends to apply part of the proceeds of the grant to conduct a Baseline study on Ministry of Education and Training (MOET) OVC Bursary Programme.

 

Global Fund Coordinating Unit (GFCU) now invites eligible person/consulting firm to indicate their interest to conduct the study. The objective is to obtain reliable and relevant data on the baseline values of various indicators on the MOET bursary M&E plan. The information obtained from the study will be used to inform programmatic interventions on OVC bursary programme in Lesotho.

TERMS OF REFRENCE AND SCOPE OF WORK

1.0 INTRODUCTION

1.1 The vision of the Ministry of Education and Training (MOET) is that Basotho shall be a functionally literate society with well-grounded moral and ethical values; adequate social, scientific and technical knowledge and skills by the year 2020.

1.2 Mission Statement
To develop and implement policies which ensure acquisition of functional literacy among all Basotho and development of a productive, quality human resource base through education and training.

1.3 In order to fulfil two of the education sector objectives; to improve access, efficiency and equity of education and training at all levels and to address the challenges posed by HIV and AIDS in education and training, the MOET has developed a free primary level education policy and have been implemented since 2000. Furthermore, a bursary program to assist secondary school orphans and vulnerable children (OVC) was established in order to improve retention of children in school. Almost 20,000 OVCs were assisted to attend high school through the MOET and other development partners.

2.0 Progress to date

2.1 In April 2011, the MOET developed a monitoring and Evaluation plan to monitor the bursary program. The M&E plan has been approved by the MOET senior management and it is therefore imperative to establish the baseline information, so as to make informed decisions on the management of the bursary program.

3.0 GOAL and OBJECTIVES

3.1 The study is intended to obtain reliable and relevant data on the baseline values of various indicators on the MOET bursary M&E plan. The information obtained from the study will be used to inform programmatic interventions on OVC bursary programme in Lesotho.

4.0 The specific objective of the study are to:

*       Establish the baseline values of specific Impact, outcome and output indicators for the bursary program

*       Collect data from all secondary schools in Lesotho to establish the current school attendance, drop-out rate, C.O.S.C pass rate, promotion rate, mean actual attendance rate, net enrolment rate among OVC in Lesotho.

*       Identify other partners assisting MOET and identify any area of duplication in terms of fee payments.

5.0  Main Activities in the Consultancy

Under the supervision of Bursary program and the Ministry of Finance and Development Planning (GFCU) the consultant is expected to:

*       Undertake a desk review of all the documents related Bursary program

*       To develop an appropriate tool for collecting the required information

*       Undertake field work to collect the data,

*       Analyze, interpret and built inferences on the data findings

*       Produce study report in line with the objectives of the study using the format attached.

6.0 Expected Outputs/Deliverables   

*       Study report based on the format attached

*       Power Point Slides indicating the summary Presentation of the Report

7.0 Requirements of the consultant

The prospective consultant should possess postgraduate degree in social/economic sciences and have a background in the education system in Lesotho. Suitable candidates must demonstrate experience in research with sufficient knowledge in data analysis.

8.0 Duration of the assignment 

The consultant will be working with officers from the bursary programme at district and national levels for the period of a month.
