Lesotho Country Coordinating Mechanism starts a race to Round 11 grant’s application

The Lesotho Country Coordinating Mechanism (LCCM) convened a one-day stakeholders meeting in preparation for Round 11 proposal development held at Lehakoe club in Maseru on September 2, 2011.

The LCCM Executive Secretary Ms. Palesa Ndabe said the objective of stakeholders’ meeting is to inform participants on Lesotho’s focus areas for Round 11 proposal in order to identify goals and activities for Service Delivery Areas (SDA) and formation of working groups that will support the proposal development.

Meanwhile the focus of the Lesotho Round 11 as agreed by CCM is TB disease as well as Community System Strengthening (CSS) with specific focus on delivering of TB, HIV and Sexual and Reproductive Health (SRH) services.

Officially opening the meeting, the Principal Secretary of Social Welfare and CCM Alternate Chair Mrs. Selloane Qhobela mentioned that the CCM has two roles; the first one is to develop country proposals while the second one is to oversee implementation of the grants from Global Fund to fight HIV/AIDS and TB.

Therefore she said this stakeholders’ meeting focused on the first role which is that of developing country proposals. She further highlighted few steps that were followed by CCM to come to a decision that the country need to submit a proposal for Round 11 grant.

“In June 2011, Global Fund informed CCM that as a country Lesotho was not be eligible for HIV component due to the fact that the CCM has recently received funding from Global Fund through Round 9, which was still within its first 12 months,” she explained.

Based on this information, Mrs. Qhobela indicated that the country could only apply for funding for TB in Round 11. Therefore through the guidance of the proposal development committee, the committee proposed to the CCM that the focus areas for Round 11 should be on TB and Health Strengthening System (HSS).

She appealed to all stakeholders attending the meeting to be active participants and contribute on key activities to be included in Round 11 proposal, for purposes of promoting country ownership.

At the end of the meeting different stakeholders volunteered staff with expertise and who are able to dedicate time to support the proposal writing for Round 11 to be part of the writing team.


Global Fund issued calls for proposals for Round 11 on August 15, 2011. The Lesotho proposal writing process is still in progress.
