The Ministry of Finance and Development
Planning/ Principal Recipient convened a one-day Capacity
Building Workshop for the implementers/ Sub Recipients of
the newly approved Global Fund grants held in October 6 and
7, 2010 in Maseru respectively.
The
objective of the capacity building workshop was to introduce
participants to the newly approved grants for Lesotho namely
R7 phase II, R8 HIV/HSS and TB as well as R9 HIV grants.
The
participants were Programme/Project Managers, Monitoring and
Evaluation persons, Project finance persons and Procurement
Officers from different implementing entities derived from
Government departments and Non Governmental Organizations
(NGOs).
The first
day was for participants who implement R8 HSS/HIV and R8 TB
while the second day was for the implementers of R7 HIV
phase II and R9 HIV grants.

The
facilitators of the training were Principal Recipients Staff
members in collaboration with Ministry of Health Procurement
Manager, Standard Lesotho Bank and the Lesotho Revenue
Authority. The topics covered were the context of
performance based grants, project management, grants
agreement, procurement, VAT exemption, finance as well as
monitoring and evaluation.
The
participants thanked the PR for the training which they said
was an eye opener especially for the new implementers who
are not aware of the Global Fund rules and regulations.
Other implementers had an opportunity to ask questions and
get clarifications on areas that needed attention
particularly on timely procurement, VAT exemption, the
implication of delaying implementation, meeting targets and
timely reporting as well as authentic supporting documents.
Meanwhile
the PR staff members will still make follow-ups for each
individual implementers to give them on-job trainings on the
area of need to ensure they meet the Global Fund standards,
targets and time deadlines in implementation of the Global
Fund programmes’ activities in the country. |
