Expression of interest to be Sub Recipient for Global Fund Round 11 Grant

COUNTRY COORDINATING MECHANISM (CCM)

REF: CCM/R11/08/11

The Government of Lesotho, through its Country Coordinating Mechanism (CCM) intends to make an application to the Global Fund to fight AIDS, TB and Malaria (GFATM) under the Round 11 Call for Proposals. The CCM has identified the following as key focus areas for Round 11:

 

  • -TB disease
  • -Health and Community System Strengthening with a focus to delivery of TB, HIV and Sexual and Reproductive Health (SRH) services.

 

Interested governmental and non-governmental organizations are hereby invited to submit expressions of interest (concept notes) for the Sub-Recipient role. Submissions must demonstrate evidence of the following capacities:

a)    Financial management and systems

§  The organisation should have:

o    Policies and procedures to mitigate risks associated with grant monies, among others.

o    provided training in the past in financial management and accounting

o   A good standing of quarterly, semi and annual financial reporting

o   Capacities in accounting personnel, accounting systems, treasury system, budget system, asset management system and audit guidelines.

 

b)    Program management:

§  An outline of Key Performance Indicators (KPI) for program areas.

 

c)    Sub-sub-recipient (grantee) management and support

§  The applicant must have a strong history of grant management and disbursement of accountable grants to 5-10 smaller organisations.

d)    Procurement and supply management

 

e)    Monitoring and evaluation

 

f)     Governance

§  Presence of a management board

§  Existence of a code of ethics as well as sufficient delegation of authority.

§  Clarity on who oversees all governance issues

g)    Sustainability

 

If interested organizations have capacity gaps these should these should be described and mechanisms proposed to address them. In their submission, interested organizations should also identify which aspects of the Round 11 proposals they wish to implement. Programmatic experience in the chosen area must be demonstrated.

Written submission should not exceed (four) pages and should follow this format:

1.    Organizational Profile, including name, address, legal status and brief history of organization.

2.    Size of organization, including details on staff, annual budget and sources of funding.

3.    Brief description of organization capacities in the following areas:

h)    Financial management and systems

i)      Program management

j)      Sub-sub-recipient (grantee) management and support

k)    Procurement and supply management

l)      Monitoring and evaluation

4.    Description of capacity gaps, if any, and strategies to address them

5.    Selection of Round 11 program areas and evidence of related expertise

6.    Evidence of ability to work effectively in collaborative partnerships

7.    General concluding comments
